Jeff,
I'm not sure anyone knows how or even if all of these fit together. I deliberately avoided that while drawing the maps. They could probably fit together in any number of ways (especially if you allow the odd gap). It's part of the fierce independence of each state (and maybe a bit of insularity...).

Jeff, there's also the fact that by keeping things vague I can have armies go wherever I want and not worry about map moves and can they get there from here (of course, map moves aren't necessarily a bad thing - they can make for fun and realistic campaigns and I like looking at maps).
